Grundsteuer: Germany's annual property tax, in plain English

Every property owner in Germany pays an annual municipal property tax. Since the 2025 reform, the way it is calculated changed for all 36 million properties — here is what that means for you as an owner.

Who pays it

The registered owner on 1 January of each year owes the Grundsteuer for that year — not the tenant, and not the seller who moved out in March. It is billed by the municipality (Gemeinde), usually in four quarterly instalments (15 February, 15 May, 15 August, 15 November). If you buy mid-year, the notary's purchase contract normally settles the split between buyer and seller.

How the bill is calculated

Three factors are multiplied:

  1. Grundsteuerwert — the tax value of the property, set by the tax office based on land value (Bodenrichtwert), building type, floor area and year of construction.
  2. Steuermesszahl — a federal factor, roughly 0.031% for residential property under the federal model.
  3. Hebesatz — the municipal multiplier, set locally. This is why identical flats in two towns can have very different bills.

Grundsteuer = Grundsteuerwert × Steuermesszahl × Hebesatz

What owners typically pay

For a normal city apartment the annual amount usually lands in the low hundreds of euros — a few hundred euros a year is a realistic planning figure, and the reform moved individual bills up or down rather than raising the total collected. Because the exact amount depends on your municipality's Hebesatz and the assessed value, always check the Grundsteuerbescheid for the specific property before you buy.

Landlords: it is a passable cost

Grundsteuer is one of the operating costs (Betriebskosten) a landlord may pass on to the tenant through the Nebenkosten settlement, provided the rental contract allocates operating costs to the tenant. So for a let buy-to-let unit it is normally cash-flow neutral — unlike the Hausgeld share for maintenance reserves, which the owner carries.

Don't confuse it with Grunderwerbsteuer

Grunderwerbsteuer is the one-off land transfer tax of 3.5–6.5% paid at purchase. Grundsteuer is the small recurring annual tax described here. Our closing-cost guide by federal state covers the one-off tax in detail.

Checklist

  • Ask the seller for the latest Grundsteuerbescheid before signing.
  • Check the municipality's current Hebesatz — it can be changed yearly.
  • Confirm the rental contract lets you pass operating costs to the tenant.
  • Budget the tax in your Nebenkosten forecast, not your purchase costs.
